DPP is seeking a Government Property Administrator for a direct hire position in Norfolk, Virginia.
Position summary:
- Supports government contract operations within a mission-driven organization.
- Responsible for managing and safeguarding Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP).
- Ensures full compliance with Federal Acquisition Regulation (FAR) Part 52, DFARS, and agency-specific guidelines.
- Maintains accurate property records, oversees maintenance, and manages proper disposal procedures.
- Plays a key role in supporting contract performance, audit readiness, and regulatory compliance.
- Works in a dynamic environment where attention to detail and accountability are essential.
Requirements overview:
- 10 years of experience in a Government Property Administrator role with a degree
- Additional 4 years without a degree
- Must have experience being a part of DCMA audit
- CPPA certification is a must
- CPPM certification is preferred
- Must be able to obtain and maintain a US security clearance
- Must be able to work onsite
Responsibilities include, but are not limited to:
- Prepare and submit required detailed reports specific to government property administration.
- Verify the terms of contract provisions that specify the company’s obligations to acquire, control, use, inventory, care for, report, and disposition of government property.
- Ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and maintain adequate surveillance of subcontractor government property as per contract flow-down clauses.
- Provide professional written or verbal communication with customers, contracting officers, internal managers, and Defense Contract Management Agency (DCMA) representatives.
- Act as the organizational representative to government agencies during annual property analysis and audit, and in all government property matters (point of contact (POC) for Defense Contract Management Agency (DCMA) Audits).
- Monitor for compliant documentation of property movements, usage, and transfers across programs and locations to ensure contract compliance.
- Work closely with property custodians to ensure overall accountability of assets.
- Mentor property custodians in proper process and procedures as they relate to government property, including providing training/presentations to staff on government requirements.
- Conduct and provide oversight to verify that physical inventories are completed and properly reported within the standards set by the Federal Acquisition Regulation/Defense Federal Acquisition Regulation Supplement (FAR/DFARS), as well as responsible for reporting any property loss.
- Maintain/verify the maintenance of logs and status records to include lost, damaged or destroyed items.
- Identify underutilized or excess property and initiate appropriate disposal or reutilization processes per the FAR/DFARS and contract clauses.
- Investigate, report, and recommend preventive/corrective measures for lost or damaged property ensuring reduced liability.
- Utilize applicable databases to monitor and verify the integrity and accuracy of database records, as well as the hard-copy records produced, and ensure compliant alignment with applicable standards and requirements.
- Develop/review any needed organizational government property policies, processes, procedures and tools to ensure compliance with all applicable government and contractual requirements, regulations, and best business practices.
- Plan, schedule and conduct assessments, audits and spot checks to ensure the tracking of property movement and completeness of documentation packages, using applicable government or company forms that reflect change of ownership, accountability, or location in accordance with applicable government regulations, customer contracts, or corporate policy.
- Verify the completion of all required property-related activities at completion or termination of contract, including disposition of property.
Required knowledge, skills, and abilities:
- Bachelor's degree in Business Administration or related field.
- Four (4) years additional experience can be substituted in lieu of degree.
- Ten (10)+ years of government property administration experience in warehousing and material flow within or between departments and government agencies.
- Track and compile reports detailing quantity and type of materials specific to government property administration.
- Excellent communication and customer service skills.
- Possess characteristics of being flexible, proactive, and responsive.
- Must have excellent organizational, record keeping skills, attention to detail, ability to work and independently, but as a valued team player.
- Participate in and experience with a Defense Contract Management Agency (DCMA) government property audit within a company or as a consultant.
- Knowledgeable in Federal Acquisition Regulation/Defense Federal Acquisition Regulation Supplement (FAR/DFARS) and applicable property regulations, federal databases ( Fedlog , PUBFLIS, WEBFLIS, PCARSS), Defense Reutilization Marketing Office (DRMO)/Plant Clearance processes, Forms DD1149, DD1348, DD1662, Department of Defense (DOD) Instructions re: Special Operations Manual (SOM), Ground Operations Manager (GOM), and Item Unique Identification (IUID).
- Proficient in MS Office, Excel and an inventory tracking database.
- Certified Professional Property Administrator (CPPA) certification.
- Membership in National Property Management Association (NPMA), Certified Professional Property Manager (CPPM) preferred.
